The funding route most employers have never heard of. Incumbent worker training under WIOA is administered by your local workforce board, and on that route the employer names the provider — there is no approved-provider list to clear first. It is the least-known part of a program most people associate only with displaced workers.

The honest answer is that most training platforms will not tell you. We report activation rate — the share of your enrolled people who start something in their first week — and we send it whether it is good or bad. It is the first number you get and it arrives unprompted.

That number is also how we hold ourselves accountable internally, which is why we are willing to publish it to you.

How is it funded?

Three routes, in order of how quickly they move. Incumbent worker training through your local workforce board, where you name the provider. Direct purchase, which is simply seats and takes a day. And reimbursement under whatever professional development budget already exists, which for renewal-cycle training is often the path of least resistance because the credential is already a job requirement.

Where this does not apply

WIOA rules and funding availability vary by local workforce board, and eligibility is theirs to determine, not ours. What we can tell you is what to ask them and what documentation they will want.

FHG is not currently listed on a state ETPL. Listing is a state determination we do not hold. For incumbent worker training that does not matter. For other WIOA routes it does — and you should hear it here rather than three weeks into a conversation.

We do not report employment or earnings. WIOA §116 performance indicators come from a state wage-record match, which is something no training provider produces. We report enrollment, activity and completion. What happened to someone’s job or pay afterwards has to come from your board’s wage-record data, not from us.
